Our client is Digital Real Estate Investment Management Fund formed in the US with 20 billion AUM which consists of 15 portfolios and 95 Data Centres across the US the Europe.

They are entering the Asia Pacific market to invest, develop and operate there own Data Centre platform with a key focus on the Japan, Korea, Australia and Singapore markets. They have already acquired several sites across Asia and plan to expand rapidly over the next 5 years.


  • Degree in Quantity Surveying/Building Sciences/Engineering
  • At least 5 years of professional experience in quantity surveying
  • Experience in engineering or construction industry
  • Good understanding of construction contracts and relevant laws
  • Experience in handling projects in excess of 10 million USD
  • Substantial experience in data centre, real estate or infrastructure sector
  • Extensive experience in developing complex business cases and ability to interact with senior stakeholders
  • Strong quantitative and financial analysis capabilities
  • Strong Excel and PowerPoint skills to help provide reports to senior management


  • Ensures the effective pre and post-contract administration of projects assigned;
  • Review and prepare specifications and tender documents to invite consultants, contractors and suppliers to bid
  • Lead the process for evaluations and recommendations post tender returns
  • Reviews contracts/subcontracts, work specifications, costing and liaise/negotiate with client, contractors and suppliers;
  • Ensures full understanding of the contractual terms and that all other stakeholders and Project Team Members understands and complies with the terms;
  • Resolves contractual and commercial issues with clients, contractors and suppliers;
  • Provide professional advice on any penalties, liquidated damages
  • Prepare and recommend monthly progress payment claims and final account submitted by the term contractors’ and to ensure timely and complete submission for payment
  • Evaluate and carry out joint measurement with Contractors on their claims for Purchase Order / Works Order
  • Compile, check, certify and confirm Contractors’ invoices to ensure that the invoices tally with Purchase Order / Works Order
  • Carry out contract documentation and preparation relating to tender acceptance and contract execution
  • Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances
  • Works closely with Program/Project Managers on all daily project operations;
  • Resolves contractual and commercial issues with clients, contractors and suppliers;
  • Lead the procurement of materials and suppliers for the projects and ensuring expenses are within budget
  • Perform cost monitoring, preparation and update of projects’ cost on a continuous basis;
  • Perform cost control and negotiation of material costs to ensure budgets are not exceeded;
  • Budget/Risk reporting on a regular basis, retrieving information from various project and development teams as necessary
  • Alerts Program/Project Managers immediately on any cost variance issue;
  • Certifies that all payments are in order before payments are issued
  • Monitors payment collections and provides ageing reports;
  • Provide necessary support to ensure closing of final accounts;
  • Provide guidance and direction to commercial team members.
  • Work cross-functionally with the development and commercial teams to identify new business and new market opportunities in the region
  • Initiate and develop comprehensive business cases for new investment opportunities and work closely with the commercial teams until completion
  • Prepare first draft of transaction-related documents and work closely with the legal team to negotiate and finalise these documents
  • Create and run financial models to advise on pricing and commercial terms proposed to customers
  • Lead the market analysis and competitive intelligence for the expansion markets with regular reporting to senior management and investors
  • Drive strategic planning process, including budgeting and management of capex and project cash-flows
  • Work alongside the design and development teams to prepare capital expenditure estimates for new projects

Deliver briefing papers and recommendations to the senior management team and board level consideration
